Two of the biggest events of 1998 were the name change, from Bible Temple to City Bible Church, and the Cell Group program. It was felt that the word temple, common enough in the 1950s, had some unfortunate connotations by the nineties. Interestingly enough, the word cell developed connotations following 9/11 so the groups simply became known as small groups.

Gary plunged into the cell program but his group didn't really come together. But like other members of the TORCH leadership he wanted to participate in neighborhood small groups, choosing to not to integrate TORCH into the cell network. This would have consequences a couple years later when CBC decided to terminate all programs that were not cell-based.
